Mission

To inculcate and stimulate love of our country and the flag; To defend the honor, integrity and supremacy of our National Government and the Constitution of the United States; To advocate military forces adequate for the defense of our country; To foster the integrity and prestige of the uniformed services; To foster fraternal relations between all branches of the various services from which our members are drawn; To further the education of children of service personnel; To aid active and retired personnel of the various services from which our members are drawn, and their dependents and survivors, in every proper and legitimate manner; and To present their rights and interests when service matters are under consideration.

The purpose of this Chapter shall be to bring together Commissioned, Warrant Officers and Enlisted Personnel either active, retired, or who have served in the Uniformed Services of the United States for the purpose of supporting the above mission

Information on Joining the Chapter

Membership in the MOAA Philadelphia Chapter is open to the following:

Men and women who are or have been Commissioned Officers and Warrant Officers of the Uniformed Services.

Widows and widowers of deceased members are eligible for Auxiliary membership.

Individuals appointed as Honorary Members.

Men and women who are or have been enlisted members of the Uniformed Services are eligible for Associate membership.

There shall be no discrimination in membership or participation in the affairs of the Chapter by reason of race, creed, color, national origin, sex, age or those who may be physically/mentally challenged.

Application for Regular, Auxiliary or Associate Chapter membership, or reinstatement of membership, shall be in writing and addressed to the Chapter Membership Director, MAJ Richard Levering 527 Hermitage Street, Philadelphia PA 19128.

Chapter Activities

General Membership meetings of the Chapter are held each calendar year featuring guest speakers on topics relevant to all members. The Annual Meeting of the Chapter is held in conjunction with the last Chapter general meeting for the current year, usually in December, at which the elections of Chapter Officers and the Board of Directors for the next calendar year will take place.

The Executive Committee holds at least four meetings per year, generally luncheon meetings, at the US Coast Guard Base in Philadelphia. All members are welcome to attend.

The Chapter supports a multitude of JROTC and ROTC programs in the Delaware Valley region. We also support the Liberty Bell Chapter of the USO, local Boy Scout organizations, and the USMC Toys for Tots annual drive.

We also have a Memorial Fund to honor deceased Chapter members.

Legislative News

COLA Crawl: The Consumer Price Index (CPI) increased 0.25% in Dec. 2010 which is still below the CPI at the start of FY 2009. The CPI will need to rise another 0.2% before the COLA clock for 2012 starts.

Important Dates for the 112th Congress:

Late March: Congressional committees are required to submit their “views and estimates” of spending and revenues within their respective jurisdictions to the House and Senate Budget Committees.

April: House and Senate Committees draft and mark up concurrent resolution on the budget. April 15 is the deadline for completion of action on the budget resolution. Partisan and fiscal differences have precluded approval of a formal budget resolution in recent years and may happen in 2011.

May: House and Senate Armed Services Committees will likely begin work on FY 2012 Defense Authorization Bill, including any changes that may be imposed by budget resolution spending limits.

General Information

Our Chapter meetings are generally luncheon meetings usually on Saturdays beginning at 11:30AM with a social "meet & greet" hour. New members and guest speakers are introduced to the membership and other chapter business is announced.

The Board of Officers Staff Meetings of the Philadelphia Chapter is generally scheduled on a Thursday of every odd month

About Our Chapter

The Philadelphia Chapter of MOAA (formerly TROA) was formed on 29 April 1969 by a group of dedicated retired officers representing all branches of the uniformed services. LTC Charles Peberdy, USAR(ret) served as the first President. In 1976 the Chapter hosted the TROA National Convention at Philadelphia, as well as the TROA PA Council of Chapters at Valley Forge in 1983 and 1999.

Our Chapter helped form the Willow Grove and Valley Forge Chapters. As our two neighbor Chapters grew, our membership declined and the Our Chapter was deactivated in 1989. In 1994, another group of dedicated officers initiated efforts to reactivate the Philadelphia Chapter. The first meeting was held in March 1995 with COL Saul LaKier as President.

As of April 2011, we have 161 Regular, Auxiliary and Honorary members and meet at various locations in the Delaware Valley. See General Information below for the 2010 Regular and Board of Officers and Directors meeting schedules.
